Water is life. It's a vital sign of living creature. Rain is indeed one of the most blessings of Allah. Though for some people it is disastrous but if Allah stops sending it, for others it is considered a form of punishment.
Lack of rain results in lack of 'food' as fields and plants would wither. Lack of water resources could also occur. So, rains are necessary to fulfill our basic needs. While it rains everybody seek forgiveness for his sins and offers "Salat-e- Istisqa" for the "beneficial" rain.
Yes! We should be pray instead of getting upset. As mentioned in a Hadith:

" prayer is not rejected in two times, during 'Adaan"( call for "salat/prayer") and when it rains."
Allah has mentioned rain in many verse of Quran :

  • "And He who sends down(time to time) water from the sky in due measure, and We raise to life therewith a land that is dead. Even so you will be raised (from the dead)." (Al Quran,43:11)
  • "We send down pure water from the sky. That with it We may give life to a dead land, and slake the thirst of things We have created, cattle and men, in great numbers." (Al Quran, 25:48-49)
  • "And We send down from the sky rain chartered with blessings, and We produce therewith gardens and grain for harvest." (Al Quran, 50:9)
  • "And He is who send down the rain after they had despaired and spread His mercy. And He is the protector, the praiseworthy."( Surah Ash-Shura:28)

At the time of Thunder Storm:

سُبْحَانَ الَّذِي يُسَبِّحُ الرَّعْدُ بِحَمْدِهِ وَالْمَلَائِكَةٌ مِنْ خِيفَتِهِ 
"Glory is to Him Whom thunder and angels glorify due to fear of Him.”
